 The Institution:

In a relatively new location near Philadelphia's 30th Street Station, the City Archives was established in 1952 in order to "preserve all City records not in current use which possess historical, administrative, legal, research, cultural or other important value."

The Collections:

The collections found in the Philadelphia City Archives are typical county records. That they document Philadelphia's history means that they can be used to much larger effect, by tracing the development of the country's first major trading center and its role in establishing both regional and national commercial networks. Most relevant to economic and cultural historians using this guide are county court records, district and borough records before the city's consolidation in 1854, general financial and assessment records, and records dealing with real estate issues, from deeds to internal improvements.

The reading room contains microfilm cabinets of records and film reader/printers (researchers must pay for both time and copies). Film reels contain indexes to deeds, naturalization and cemetery records, mortgages, and so on. Also located in the reading room are bound volumes of indexes recording deaths and marriages. Manuscript material must be paged from a closed-stack area by one of the archivists or assistants.

Collection Strengths that are related to Economic History:

RG1: Tax Records

Records of the tax collectors are contained within the County Commissioners' records, as their functions overlapped in the eighteenth century. Commissioners had "authority to share with the assessors in the assessment process and in the allocation of tax receipts among the various county projects, to take part in the appointment of the County Treasurer, and to issue warrants and levy fines against delinquent taxpayers and collectors."

- Contents of minutes deal mostly with administration of Philadelphia County tax system, maintenance of and collection of rent on public properties, wages of and payments to contractors. - 1.8 State Tax Assessment Ledger, 1779-83, 1785-89, 1834-35, 1841-46, c. 1847, 1848-54 (82 vols., partial index)

- Organized by city ward and county district; includes name, occupation, property taxed and assessed value (mostly of real estate). Also includes special assessments for establishment of sinking fund, raising funds for Continental Congress. Volumes for 1832-54 include taxed persons' addresses.

 

- 1.9 County Tax Assessment Ledger, 1791-1826, 1841-46, c. 1847, 1848-54 (117 vols., mostly indexed)

- Organized by city ward and township, lists name, occupation, personal and real property taxed, assessed value. (County tax assessments for 1782-1790 based on state assessments for the purpose of raising money for Congress or paying debt.)

RG2: County Treasurer Records

Records from an office created in 1700, sharing powers with the County Commissioners since 1718. From 1776-1789 the County Treasurer also served as the City Treasurer.

RG5: Recorder of Deeds

Position began as Master of the Rolls, established in 1682. Chief duties included preparing deeds, mortgages, leases, and other similar instruments.

RG21: Clerk of the Court of Quarter Sessions and Oyer and Terminer

Established in 1682. Court of Quarter Sessions was in charge of overseeing road and bridge openings, appointing and auditing various county officials, and licensing taverns, hackneys, and peddlers.

RG35: Overseers of the Poor

Established in the early eighteenth century, Overseers of the Poor were to collect a poor tax and distributed it among the city's indigent. In 1735, the Overseers were put in charge of the Alms House and House of Employment.

RG90: Board of Surveyors, Department of Engineering, Surveys, Zoning

The city's first surveyors were appointed in the early eighteenth century to act as fence viewers and regulate the setting of foundations and party walls. In 1769 surveyors were given the authority to oversee all streets, watercourses, and sewers.

- Remnant of 9-volume survey compiled by City Surveyor. Volumes contain large scale-drawings of city blocks, streets, and alleys with dimensions. Some plans also include lot outlines and owners' names.

RG93: Wardens of Lighting and the Watch; Street Commissioners; City Commissioners; City Tax Assessors; City Tax Collectors

Established in 1700, street commissioners had the authority to regulate and repair the city's streets and bridges, and to levy taxes for such purposes. City commissioners regulated lighting and watching, city property, wells, pumps, and so on. Records relate not only to city infrastructure but also to taxation for maintenance of such infrastructure, and are grouped together to reflect overlap of agencies.

RG95: City Treasurer

In pre-revolutionary times, the mayor or an alderman often served as the city treasurer, and from 1776-89, the county treasurer served as the city treasurer. In 1807, overseeing the sinking fund was added to the treasurer's duties.

RG120: City Council(s)

Although Penn's charter made provisions for a Common Council in 1691, these provisions weren't observed until the Proprietor's Charter of 1701 created a Common Council consisting of officers of the Corporation only (including the Mayor, Recorder, aldermen, and councilmen). The Council was abolished in 1776; the Act of March 11, 1789 reincorporated the city and established a freeman-elected Council, consisting of aldermen and common council members, who appointed the Mayor and Recorder.

RG202-223 Township and Borough Records

Many accounts are bounded by the year 1854, the date of city incorporation and reorganization. These records are valuable because they contain information about the daily operations of Philadelphia's immediately surrounding areas. Surveys record physical lay-outs of these areas and how they changed over time. In addition, paving and water accounts indicate the degree to which improvements were made, by whom, in what locations, and at what cost. Most of these records span the first half of the nineteenth century, but for areas such as Southwark (est. 1762) there are earlier documents dating back to the mid and late eighteenth century.
